Spectrum Licensing in the UAE

In the UAE, all radio communications are regulated by the Telecommunications and Digital Government Regulatory Authority (TDRA). Professional radios, repeaters, and mobile radios require a valid spectrum license to operate on authorized frequencies. This ensures interference-free performance, compliance with national laws, and that only type-approved equipment is used.

Exemptions

  • Not all radios require spectrum licensing:
  • License-Free Radios (PMR446): Use pre-cleared public frequencies, no license required.
  • POC Radios (Push-to-Talk over Cellular): Operate via mobile networks, exempt from spectrum licensing.
  • Annual Licensing Charges (TDRA)
  • Licensing is subject to yearly regulatory fees:
  • AED 500 per handheld radio
  • AED 1,000 per frequency
  • AED 1,000 per repeater or mobile radio

All spectrum licenses must be renewed annually to remain valid, and failure to do so can disrupt operations. At the same time, importing non–type-approved radios into the UAE is restricted, with many devices seized at customs.
